The Pre-Salt Polygon and areas considered to be strategic – characterized by the low exploration risk and high oil and gas yield potential – are explored under sharing production agreement. By means of an auction-type bidding process, companies form consortia to explore and produce oil and natural gas from the contract area.

According to Law no. 12.351, we are responsible, as the Federal Government’s representative, for the management of such contracts. We preside over the Operating Committee, consisting of the operator and the non-operating members (contractors) and of Pré-Sal Petróleo (the managing company), which holds 50% of the votes.

Our company is responsible for monitoring and auditing the execution and operating expenses and capital costs of exploration projects, assessment, production development and production itself. We approve expenses for oil cost recovery and conduct technical and economic analyses of the plans and programs to be executed by the consortium. The risks, as well as the costs and investments required for the execution of the production sharing agreement are the contractors’ responsibility. In order to carry out the activities associated to the management of contracts, we have developed the Production Sharing Expense Management System (SGPP) a digital platform consisting of ten modules and developed with IBM’s “Software As a Service” (SaaS) technology.

There are 19 contracts under the sharing regime in Brazil. The Libra Contract was the first to be executed, in 2013, result of the 1st Bidding Round of Production Sharing promoted by the Brazilian National Agency of Petroleum, Natural Gas and Biofuels (ANP). The other contracts result from the 2nd, 3rd, 4th, 5th and 6th Bidding Rounds and the Onerous Assignment Surplus Bidding Round.
